Project Overview:
Reporting to the Manager, Data Product Delivery, the ideal candidate is responsible for the successful delivery of projects within the Data Center of Excellence. This role involves overseeing project management while embedding agile practices to ensure data access, analytics, & economy support data-informed decision-making. The Senior Project Manager collaborates across the organization to deliver data products as corporate assets, focusing on business outcomes, innovation, & transformation. The Senior project manager will also function as an agile coach by embedding agile practices across the team. Additionally, this role supports the identification, evaluation, & recommendation of project opportunities for the client & its external partners as needed.

Description of Services:

Responsible for the coordination & completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, & monitors & summarizes progress of project. Builds & maintains working relationships with team members, vendors, & other departments involved in the projects. Prepares reports for upper management regarding status of project.



Compile project charters & business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives & data integrity are achieved.

Manage project(s) that will document business requirements, design & deliver IT solutions that are compliant with & contribute to the Ministries enterprise architecture.

Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences & the methodology to be applied.

Produce & package deliverables for presentation to various internal support teams, steering committee, & other project stakeholders.

Manage multiple projects, project resources & project governance.

Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required

Take responsibility for ongoing client satisfaction manage peer-level client relationships & overcome hurdles to ensure win-win solutions

Collaborate with business & IT leadership to develop a well-defined project plan that clearly states the project s objectives, scope, assumptions, timeline, resource requirements, risks, benefits & budget

Work with project sponsors & the project management office to develop a project organization structure with clearly defined roles & responsibilities for all stakeholders

Document & report project status against established objectives, milestones, budget & resources & facilitate tracking & closure of issues & risks

Develop project schedule plans & strategies, estimate resource requirements, develop & monitor work plans & take corrective action for completion of project tasks

Provide guidance to project resources in establishing work priorities & prompt delivery of project tasks

Develop, as required, related requirements documentation

In collaboration with project sponsors, assess whether the project achieved stated outcomes & identify opportunities for improvement for future similar projects

Provide leadership & assistance to business & project teams that require change management & communication support

Work within the standards defined by the project management office & in the absence of standards work with the project management office to define new standard



Duties:

The Senior Project Manager will work with the Data Center of Excellence to provide project management services that delivers services to enable data access, analytics & economy to support data-informed decision making.

This role will be responsible for managing new projects & projects in progress, which is designed to coordinate, analyze, & manage delivery of data products & analytical initiatives supporting the Data Center of Excellence. The role is key in defining & meeting all scope requirements, budgets, & timelines, & ensuring defined business & technical requirements are met. The role would function as an agile coach & provide hands on knowledge to team members on integrating Agile best practices into project delivery.

Duties & responsibilities of the successful candidate include but are not limited to:

Lead the adoption of Agile methodologies, facilitating Agile ceremonies, coaching teams, & integrating Agile best practices into the project delivery

Aligning project scope, goals, & deliverables to business objectives in collaboration with the senior leadership team & internal stakeholders

Advise the Manager of Data Product Delivery on all aspects of project delivery, providing expert insights & recommendations

Lead the team in establishing agile best practices for resource utilization, product prioritization, value management, status delivery & project sizing

Manage various projects concurrently & communicate appropriate update to leadership team

Foster a culture of continuous learning, agility, & collaboration among team members by acting as an Agile Coach & applying change management techniques.



Equipment Requirements:

Resource will require own equipment

Resource must provide their own computer & related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) & related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.



In the event that the Contractor s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks & chairs. However, the Province shall ensure that the Contractor s resources have the necessary access & credentials to the Government of Alberta s system.



In the event that, the Contractor s resources are directed to work in-person, the Province shall provide the requisite office space, furniture & office supplies. However, the Contractor shall continue to be responsible for providing computers & software & the Province shall continue to ensure that the Contractor s resources have the necessary access & credentials to the Government of Alberta s system.



The fixed rate quoted must be inclusive of all overhead, office space & equipment, including supplies, administrative burden, mark-up & all other costs to perform the Services for the duration of the Contract



Working Hours:

Standard Hours of work are 08: 15 16: 30 Alberta time, Monday through Friday excluding holidays observed by the Province

Work must be done from within Canada, due to network & data security issues

It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink



Notes on Location:

Resource will work remotely, though must be available for onsite meetings when required.



Onsite meetings include but are not limited to strategic, architectural, & technical discussions, meeting with team members, senior managers, directors, executive directors & business clients. Frequency of meeting could be up to 3-4 times per month.



Incumbency:

This is a new position



Standard Background Check Required:

The Supplier shall, prior to commencement of the Services, provide the Province, on its request & at no cost to the Province, with criminal record checks.



Mandatory Training Courses:

Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information & Protection of Privacy Act & Security awareness training. There may also be some optional courses as well.



Anticipated Interviews Dates:

will be held between Nov 7 -14

Qualifications and Education Requirements:

Must Have:

The proposed resource must meet or exceed one of the following:
University graduation in business, management or related discipline, and four years of Project Management (PM) experience; OR
Two-year diploma in business, management or related discipline and six years of PM experience; OR
One year certificate in business, management or related discipline and seven years of PM experience; OR
Eight years of PM experience

8 years experience in a project management role.

2 years experience in coaching teams on Agile methodologies, facilitating agile ceremonies, and fostering a culture of continuous improvement and collaboration.

Nice to have:

Active professional Scrum Master certification

Prosci change management certification or designation

2 years of experience driving Agile adoption and cultural transformation through coaching, training, and team facilitation.

8 years of experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures.

5 years of experience in Agile project methodology.

3 years of experience in leading organizational change initiatives with proven results.

2 years of experience with Agile backlog management tools such as JIRA or Azure DevOps.

8 years of experience working on multiple projects at one time.

Pay Range:

The pay range for this position is: $108.76 - $135.94 per hour; however, the pay offered may vary depending on job-related knowledge, skills, and experience and if you are an independent contractor or not. This pay information is being provided pursuant to applicable law and is based in part on market location.

Must have a valid driver s license and current provincial required minimum vehicle insurance coverage to drive onto Client and Company property.
