The candidate will support the development and implementation of contract management plans by sourcing documents, monitoring performance, and addressing nonperformance to achieve contract outcomes. Key responsibilities include assisting in finalizing contracts with vendors, administering contracts according to management plans, maintaining stakeholder relationships, and proactively managing risks and issues. Additionally, the candidate will develop procurement strategies, refine requirements, prepare RFXs, identify subprojects requiring separate RFXs, and respond to vendor inquiries. They will also create selection methodologies, evaluate vendor proposals for quality and compliance, produce necessary documentation per procurement guidelines, and assist in planning vendor presentations and debriefings.
Roles and Responsibilities:

Candidate will contribute to the development and implementation of contract management plans by sourcing documents and established contracts, as well as monitoring performance and addressing nonperformance, to achieve the required contract outcomes.
Contract Execution & Post RFX activities
Assist the Department in finalizing contracts with recommended vendors.
Administer contracts in accordance with approved Contract Management Plans and procedures and update contract details to maintain the integrity of contract information.
Establish and maintain stakeholder and supplier relationships to identify and minimize risk, and maximize the value from the contract.
Proactively identify and manage contract risks to meet organizational obligations and achieve the planned outcomes of the contract.
Proactively resolve contract issues with vendors.
Solicitation Document Preparation
Support development of a strategy for procurement preparation based upon project goals and criteria
Refine identified business and technical requirements
Preparation of RFXs and draft review documents
Identify any subprojects where separate RFXs may be required to acquire specific vendor services
Assist the Department in providing RFX interpretations to vendors by developing written responses to questions
Evaluation & Debrief
Prepare RFXs selection methodologies, evaluation plans, evaluation criteria mandatory, evaluation schedules, and final award recommendations.
Review vendor proposals for quality accuracy and adherence to required standards.
Creation of supporting project documentation as per the guidelines of the Government of Alberta procurement policy.
Assist in planning and scheduling bidders conferences and vendor presentations including agenda development for those activities.
Assist in debriefing unsuccessful vendors.
Additional Notes:
Per worker model below this is an onsite role.
Standard Hours of work are 08: 15 16: 30 Alberta time, Monday through Friday excluding holidays observed by the Province. The daily work schedule might be less than 7.25hrs but will not exceed 7.25hrs.
Incumbency:

The Contracted Resource is directed to work in-person, the Province shall provide the requisite office space, Computer, furniture and office supplies. The Province shall continue to ensure that the Contractor s resources have the necessary access and credentials to the Government of Alberta s system.
Standard Background check required
The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks for the Contingent Resource.
Mandatory Training Courses:
Once contracted the Contingent Resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training.

The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up, and all other costs to perform the Services for the duration of the Contract.

Qualifications and Education Requirements:
Must Have:
3 years experience with trade agreements, Financial Administration Act, Freedom of Information and Protection of Privacy Act, Public Works Act.
6 years experience project managing and leading a team through a full cycle of sourcing including upfront planning, Requests for Proposals (RFPs), Negotiated Requests for Proposals (NFRPs), Requests for Quotes (RFQs), Requests for Information (RFIs), negotiations, evaluation, supplier feedback, and contract execution.
6 years experience using Microsoft Office Suite tools.
6 years experience with contract negotiations.
6 years relevant experience in a role similar to this. Experience must be applicable to this role.
Nice to have:
Completion of SCMP or other equivalent courses and associated certificates.
3 years of demonstrated experience with negotiating or monitoring contractual arrangements with vendors
3 years experience using ERP systems such as SAP
6 years experience with tender systems (E-bidding).
Clear verbal and written communication skills and the ability to interact professionally with a diverse group.
Excellent organizational skills and ability to prioritize work. The ability to work on multiple projects at one time and to prioritize tasks.
Strong analytical skills with high attention to detail and accuracy.

Pay Range:
The pay range for this position is $77.19 - $96.48 per hour; however, the pay offered may vary depending on job-related knowledge, skills, and experience and if you are an independent contractor or not. This pay information is being provided pursuant to applicable law and is based in part on market location.
